what is proper procedure for the flag?
A memorial plaque was placed to honor a fallen military vet. There was a gun salute. The flag was not lowered. Was that proper and who has the authoriuty to decide when the flag will be at half mask. Question number 2. I have noticed that in parades Mexicans will not stand to honor the american flag but will stand to honor the mexican flag. Why do they not stand to honor the american flag?
