How do I make this room divider?

I have my heart set on a white circles room divider (to see room divider copy and paste this link):

I just have no idea how I can go about making them. All I would need is the rings to hook the white circles together and the white circles which I will then hang from my ceiling to creat the most awesome room divider. Since this room divider is not being sold I will need to make it, but where do I get the rings and circles from?What can I use?Any ideas would be so welcome.
I live in the UK, and I don't have any of the circles yet.

easy . lets look at the circles . you can make them from either cardboard, plastic sheets, or similar material. you can get plastic sheets or similar from a craft store, like Michael's . i dont think i need to tell you , where you can get a cardboard from. :) .
personally , i would go for the cardboard , at least in the beginning.if you make a mistake , its easier to get some more free cardboard.
you can draw the circles using a compass . i guess you can get one, where you buy school supplies. they sell bigger ones, with adjustable length in the hardware stores.
then comes cutting it. well, scissors come to mind, and to fine detail them, maybe you can use a nail file, or emery board nail file. additionally , in both , hardware stores, and craft sores, they sell the cutting tool that, you can attach to the compass , to make a perfect cut. or try to secure a razor blade to the end of the compass.
then you need to paint them. forget brushes. well, i would :) . you have 2 choices . 1 - airbrushing. but thats more exp. and requires equipment. still, you can look it up online, and if you would have more projects coming up, you can get into it a bit by bit. 2- spray paint cans. just be carefull not to over saturate , or it will start dripping. on a side note, if buy plastic sheets, or the like, a lot of them would already have the surface and color , that you require. opps, i forgot you are a brit, i have to use a "colour" , instead of "color" . i blame it on the spelling thingy here :) .
next, the rings . few ideas come to mind. you can look up curtain hardware in the stores. advantage is that you would have the choice of few sizes and colors and maybe shapes.
another idea, is book rings, or parts of key chains.

i guess whatever you buy , its better to be online, since you will need multiple numbers. if you go for the curtain hardware, you can start at reg. store, to see what it looks like, then look it up online.

last, but not least. the holes . "the holes ?! " you say ... well, how would you make the holes to put the rings, into the circles ? few ways. you can use any drill + bit . or you can use a scratch awl and a hammer .

also , in craft stores, and in fabric stores, they would sell "circle punch" . you still need a hammer for most of them. search also for a belt hole maker. they sell those in fabric stores also. clothing stores too.

if you cant find the things you need , in the stores, try online. i dont know what they sell where in the UK :) .

another thing ... hanging all that from the ceiling ....

use picture hanging hardware, curtain hardware, or hardware for blinds. i dont know what the walls are made out of there ? concrete ? bricks ?
here in the usa , most are made of wood + plaster . if you are dealing with wood and/or plaster , you can get a small drill and drill holes, in order to install anchor . you would need few small screws too.
now, if you are dealing with brick or concrete , you may want to have someone else do it. drilling a small hole in those isnt a big deal, but there are few things to consider. it does require spec drill bit, unlike plaster or wood, where you can use almost anything. also , you need to be cooling the bit when you drill the hole, or else you over heat the drill bit, and it will not be able to bore tru .
i wont explain that part, because if you never done it, its better to have someone else do it for you, or watch someone do it.
